Set EIS, Set Video Dyn. Adj. Rate and Request Video Start packets usage

Hi, I've recently started playing with low level protocol - using wiki page, code found in the internet and other sources I was able to understand the usage of most of the packets. I have only three left and I don't know what they do and what to use as a payload to make them do something. They are:
- Set Video Dyn. Adj. Rate (0x0021)
- Set EIS (0x0024)
- Request Video Start (0x0025)

Could anyone help me?
