The license is for life and is managed by Google Play Store. You can not get a license by any other means.
Such problems typically happen if people had multiple google accounts over the years and mix them up. If you got a refund the license is automatically revoked, too.
Check which account your device uses for play store acces, and then log into the google website to check your purchase history. If you can't find it you are in the wrong user account, and if it says 0,00€ then you got a refund:
If you continue to have issues drop me a line [email protected] and include the email of the play store account that you used for purchase.
Side note: if you got a new phone it may take 24h for play store to synch all the app licenses you purchased over the years.
