So I thought the higher the bit rate, the smoother the video? I lowered the bitrate and it was smoother than the higher rate. Do I have this understanding backwards?

The higher the bit rate, the more detailed and clearer the video... but conversely, it also increases the amount of data being streamed to the phone so may lead to an increase in dropped frames
