Nice one!! Much better than I'd expect at 3fps. I would have thought 8-10fps would be the minimum but it seems you have the PID tuning right.

Sadly a CV based FollowMe requires slow mode and thus only allows walking speeds. Even a jogger is faster than Tello at slow mode - but nevertheless impressive.

Is that to enable stable images to feed into CV?

yes.
To implement Followme for fast mode (no EIS) you'd need realtime IMU data to compensate for Tello's tilt. But the IMU data as transferred to the app is not nearly "realtime" enough.
