In England anything under 250g is ok as long as you avoid people or buildings. There are no laws that say you can’t fly a 251g drone next to 2 persons however so in reality there are no rules. The maximum fine is £1000 but there is no minimum fine, and there is no mechanism to actually be fined.

In France max weight is 800g. Over you need to pass a kind of license (2 mn on Internet) and then a sticker is needed with several numbers linked to your name to be added on your drone.
Fly zone must be checked before your wheels off.

Inside, the FAA has no jurisdiction or authority.

Outside, the same laws apply to all drones in flight. The only difference the 'less than 250g rule' makes is - you don't have to register with the FAA to fly it outside... but you DO have to obey all laws regarding flight.

If you want to know what the laws are regarding sUAS flights in the United States, the best place to start is the FAA website... dronezone.
