That's not an issue with the camera -- your phone is not compatible with the Tello app... either it's too old or it's running an incompatible codec, or both.
If the phone is running Android 5 or later you should try the free Tellofpv Demo app in the Google Play Store. If that works, the full version of the app is only $5-6 USD and well worth it! It's (at least) 10x better than the OEM app
