I'm on my third tello. I'm having a problem with the fpv app, tune controls setting. .Im not sure what settings to enter. if anyone can help I would greatly appreciate it.

Some quick explanation is in the manual.
For more extensive explanations please use Google, the terms rate and expo are standard terms in Rc models. Seriously nobody can help you find your personal time settings

I was looking for some information about this as well as it's not very intuitive (at least to me). I found these:
