About tello's send command

It has no unit of measurement.

You can interpret this as virtual stick on a virtual remote controller. 0 means stick in center position, 100 or -100 means, stick in one of the extreme positions (max. speed).

Thanks for the reply, I understand that RC is the position of the virtual stick. Can I get the speed of the aircraft from here?

You can query the current speed with command "speed?".
Don't know, if it is the true actual speed or just the parameter value that has been set with the latest command.

The telemetry stream on UDP 8890 also contains speed values (vgx, vgy and vgz in dm/s).

Most of this information can be found in the SDK 3.0 User Guide at: https://dl.djicdn.com/downloads/RoboMaster+TT/Tello_SDK_3.0_User_Guide_en.pdf
