I did not understand your original question, but as for the lights on the bottom. This is normal. One light transmit the signal (the one with the red light) and the other one receives the signal that bounces from the floor. This is how the Tello knows how high it is flying.
Like I said previously. Try uninstalling the app, then Reinstalling. The problem here is your phone and not the Tello. You can also try another phone to see if it works.
