Yes + Yolov3 for object detection + Proportional Integral and Derivative Control for tracking + a good state machine for decision making (what to do when .... especially if the target is lost!)

I like the Idea. But do I realy Take my Laptop in the Field? Would'nt it be easyer with an Android App???

Easier to use but not to develop and prototype!
Indeed I think it's easier to get it working in a less constrained hw/sw framework (pc+python) and than streamline the code and try to port it to a smartphone app.
