Motor Speed reduction to improve video quality

Has anyone managed to work out how to rebalance the motors and effectively create an eco mode, by reducing the motor speed?

I have an inkling this will help to improve the video quality as it will allow the EIS more processing time, reducing the risk of dropped or pixelated frames.
